He demanded the government to bring the control of Delhi Police under the Delhi Chief Minister and "fully endorsed" the people's anger which poured out onto the streets following the incident of gang-rape.
"I fully endorse the anger that they have. We need to look beyond this anger. I personally feel both the people, who are in power and in opposition, seemed to have failed us. There was a requirement to listen to what people were saying," Singh told reporters.
"It is not just this incident that has resulted such anger seen recently. There is much more than this and it's not a question of Delhi but a question of entire country," he said, adding that people are demanding safety of their mothers, daughters and sisters.
A special session of Parliament was the need of the hour, Singh said.
"Special session of the Parliament is the need of the hour, it's the demand of the people. Why they (ruling party) are not accepting it? Just because it has been demanded by the leader of opposition party?" Singh wondered.
The former Army Chief was also critical of the opposition.
"If opposition think that they need the support of this movement, why didn't they come down to the streets? Weren't they on streets earlier. That's why I blame both (opposition and ruling parties)," Singh said. (More)
