JKCA: HC appoints former DIG as CEO, former Judge as ombudsman

High today appointed a former top police officer as the chief executive officer of the Cricket Association (JKCA), and a retired judge as the ombudsman for settling disputes within the governing body.

While the former DIG Ashiq Bukhari was appointed as the Chief Executive Officer for managing the affairs of the association under the supervision and control of Committee of Administrators, the State Human Rights Commission chairman Justice (retired) Bashir-ud-Din was appointed as an ombudsman to settle the disputes between the warring factions of the Association.


"In our opinion, a suitable person has to be appointed as the Chief Executive Officer who may also have administrative skills.

"Therefore, we deem it appropriate to appoint Ashiq Hussain Bukhari, IPS, retired DIG, as the Chief Executive Officer, for running the affairs of the JKCA under the supervision and control of Committee of Administrators till rules are amended and elections are held," the division bench said in its order.

Also, observing that there was a need to appoint an ombudsman

for settling the disputes among the clubs affiliated with the JKCA and other disputes of the association, the appointed retire judge Bashir-ud-Din for the post.

"An ombudsman was required to be appointed by the association but in the stated background, we deem it proper to appoint an ombudsman for resolving all the disputes after giving hearing to all concerned," the bench said.

Earlier, on October 14, the high had appointed Justice C K Prasad, former judge of the Supreme and Justice Syed Rafat Alam, former Chief Justice of the Madhya Pradesh and Allahabad High Courts, as administrators of the JKCA for conducting free and fair elections.

The JKCA split into two factions in 2015 followed a battle for control of the association between the groups led by former chief minister Farooq Abdullah and Sports Minister Imran Ansari.
