"Necessary work for enactment of this has already been completed," Chief Minister Naveen Patnaik told reporters after a high-level meeting here.

Stating that important public services of 10 departments have been identified for coverage under the proposed law, Patnaik said a proposal in this regard would soon be placed in the state cabinet.

Once the Rights to Service Bill becomes a law, the citizens of the state would be entitled to public service within the prescribed time limit, the chief minister said.

"In case of any deviation, the citizens will have the right to appeal which will include penalty against the defaulting public officials," he said adding that the proposed law is expected to make public service mechanism more efficient and transparent.
