Absence of law makes Delhi institutes late on OBC admissions

While the admission process for general category students in Delhi Government-run educational institutions is set to begin soon, aspirants belonging to OBC may have to wait a little longer as the reservation law for the category is yet to be enacted in the state.       

Several state-run institutions like Delhi College of Engineering (DCE) now Delhi Technical University (DTU) feel they may not be able to start the admissions for reserved category students, which are scheduled for the first week of August, on time.       

The DCE today even postponed counselling for reserved category seats from July 13-17 to July 28-August 1.       

"We have not got any intimation from the government regarding the enactment of the Delhi Educational Institutes (Reservation in Admission) Bill 2009 which would ensure their admissions under quota system," authorities at Guru Gobind Singh Indraprastha University (GGSIPU) and DTU shared.       

The authorities added in the absence of any direction from the government on the issue, they were yet to decide on the number of seats to be earmarked for the students from the backward community.       

The DCE in its notice today said "the counselling for General (Open category) for Delhi and outside Delhi shall be held as per the original schedule from July 18 onwards."

The notice, however, added those applied for the reserved category seats, which was scheduled earlier from July 13-17, is being re-scheduled "as the reservation in admission bill is under the consideration of the government".        

Last year, Chief Minister Sheila Dikshit had said that the target of 27 per cent reservation will be achieved in a phased manner over the next five years with five per cent reservation to be implemented from academic session (2008-09) onward, the date which has already been missed.

Going by the pace of progress in the enactment of the Bill, the plans of achieving the 27 per cent target by the 2012-13 academic session may also be delayed.        

The reservation once enforced will be applicable at all levels undergraduate, postgraduate and diploma in government-run institutes, Indraprastha Vishwavidhyalay and other engineering and technical colleges.
