Bengal e-gov plan all at sea

Solution providers call for focus on citizen needs.
 
The West Bengal government's e-governance projects have seen multinationals getting interested in providing support.
 
However, not much have been brought to the table in the form of formal proposals from where deals can be taken forward, admitted the state special secretary for information technology, Siddharth.
 
While Motorola India is vying for the opportunity to provide its patented technology for cheap broadband connectivity as it has done in Rajasthan, SAP India is ready with its enterprise resource planning platform and Hewlett-Packard is eager to provide solutions for e-procurement and health.
 
Firdose Vandrevala, chairman, Motorola India Private Limited, speaking on the sidelines of Infocom 2006, said that his company was in constant touch with the government of West Bengal for providing technology in rural areas, but implementation plans had not been firmed up yet.
 
"States should have an autonomous body, free from bureaucratic intervention or political affiliation, to enable smooth and seamless implementation of e-governance projects," said Vandrevala.
 
He felt e-governance was a management process and not one of buying technology.
 
It should be aimed at solving problems from a citizen's perspective, rather than the implementer's point of view.
 
HP, reportedly close to bagging a substantial contract from a state government to provide a common information platform connecting 19 state hospitals and 14 medical colleges, was bidding to provide healthcare, education and e-procurement solutions to the West Bengal government.
 
"We have worked with governments in a few states. However, we have recommended to the National Institute for Smart Governance to standardise the entire process so that companies can apply to the centre and get projects for all the states," P Ravindranathan, director, strategic development and government and public affairs, HP India.
 
SAP said it could provide ERP platform to the state government for various applications, according to S Vinodkumar, consulting engagement director, SAP India.
 
The company recently provided ERM platforms to Bangalore Development Authority and some other states.
 
On its part, West Bengal Electronics Development Corporation has identified a space of 10,000 square feet for BT Tech, offering seamless connectivity.
