| Regulator for open power access system likely |

With a view to promoting open power access system, under which the consumers can buy electricity from any power generating company, the Government would bring in a regulator.
Besides, the government may also make it mandatory for the power generators to sell at least three per cent of the power produced at their plants through open access system. "The government would put in place a strong regulator for open power access system," Planning Commission Member B K Chaturvedi said at an Assocham conference here today.
Chaturvedi, who is also Chairman of the Committee constituted on open power access by the Prime Minister, said, "...In times of liberalisation, it cannot be allowed that one power generator in any location will sell off all its power there only and that too at subsidised rates."
"The Committee and Planning Commission are going to insist that despite opposition to open access system, the Centre issues a directive to ensure that at least three per cent of power in one plant is sold off through open access system," he said.
He asserted that despite strong political opposition at state level, the Commission would be incorporating this ceiling in its advisory to the Prime Minister for putting in place a strong open access system for power distribution.
