Centre puts Jute Commissioner under scanner

The Union ministry of textiles is examining a proposal to carry out a PEST (political, environment, social and technological) analysis on the office of the jute commissioner (JC), as a first step to revamp the regulatory body.
 
The office of the jute commissioner was established in mid-1950’s to administer the jute textile control order.
 
The director (jute) in the Union textile ministry, C Roul, has stated strongly in his report submitted to the ministry that the regulatory system has failed to improve or bring a vibrant jute sector in the country.
 
According to Roul, a proper PEST and SWOT (strength, weakness, opportunities and threat) analysis would provide adequate insight as to what had gone wrong in achieving the objective of the office of JC.
 
“What could be the realistic mission objectives in the present context and the future prospect of the organisation should be looked in to,” he stated in the report.
 
The director jute has suggested in his report that there was a need to frame a mission statement for the proposed revamp of JC and to establish fresh goals and objectives in the context of mission statement.
 
The director jute said he felt there was a need to analyze the present organisational structure keeping in view its effectiveness to motivate its employees to achieve its mission and the goals under such mission.
 
“There is a requirement for structural and process reengineering, keeping in view the latest development in information technology sector. The inadequacies in the present communication system between JC and the ministry of textiles could be bridged through improved systems and management practices. Concepts like e-governance need to be practiced in this field office of the ministry. This is needed because JC is also a public office and it has significant contacts with citizens and other organisations,” the report stated.
