As top private enterprises show eagerness to deploy the Central Industrial Security Force (CISF) in their business establishments, the United Progressive Alliance (UPA) government has decided not to waste time in amending the CISF Act. The amendment would allow deployment of this central paramilitary force at private establishments.
Union Home Minister P Chidambaram today said, “I would like to pass an Ordinance on this”, referring to the CISF (Amendment) Bill, 2008, which was laid in the Rajya Sabha during the last session but could not be passed.
The home minister added that he had received requests for the CISF security from a number of private enterprises and entrepreneurs, like “Ratan Tata, Infosys, Jamnagar refinery and Oberoi”.
Sources said the home minister was likely to place before the Union Cabinet a proposal for issuing the Ordinance as the next Parliament session would be convened only in February.
The Ordinance will allow extension of the CISF cover to private sector industrial units as well as Indian missions abroad on cost-reimbursement basis. At present, the CISF can only give security consultancy to private companies. The clamour for CISF security has increased after the recent Mumbai terrorist strikes.
The home minister also said that the Union Cabinet had given a go-ahead for purchasing 20,000 bullet-proof jackets for the security forces to combat militancy. Chidambaram said President Pratibha Patil today signed the NIA Bill, 2008, and the Unlawful Activities (Prevention) Bill, 2008, which were passed by Parliament in the wake of last month’s terrorist strike in Mumbai.
