Chidambaram to submit internal security revamp plan on Dec 10

Within 24 hours of appointing him home minister, Prime Minister Manmohan Singh and Congress President Sonia Gandhi have asked former Finance Minister P Chidambaram to prepare a plan of action on revamping internal security.

According to top sources in the United Progressive Alliance, this scheme is likely to be announced on December 10, the first day of Parliament for the third round of the monsoon session.

On November 20, Prime Minister Manmohan Singh had announced his plan to set up a task force to make a plan within 100 days to address emerging challenges in tackling terrorism, Naxalism and insurgency.

But after the Mumbai terror attack, both Gandhi and Singh have realised that time is too short and some immediate action is required to regain public confidence. So, ahead of the Prime Minister’s task force, Chidambaram will lay down his plan of action to give a fresh look at the efforts to curb terror and other internal security challenges.

Today after assuming charge he addressed his first press conference. He answered no questions, only listening to them. But he made a strong opening statement that set the tone for his tenure.

"I recognise there is a sense of anguish and deep shock among the people of India. Like every one of you, I have heard this anguished voice of India... I welcome the sense of purpose displayed at the all-party meeting. I also need help from the states and sub-state agencies. I want to assure the people of India, we will respond with determination and resolve, to this grave threat to India, the threat to the idea, the soul of India — India which is a secular, tolerant, open, society."

"I have heard your questions. I will respond on Friday," he then told reporters.

Chidambaram’s day began with a meeting with Sonia Gandhi. He is learnt to have taken a brief from Gandhi, whose decisive voice for change and action led to his appointment. The meeting was also attended by Defence Minister A K Antony and Gandhi's political aide Ahmed Patel.

The home minister also held a long meeting with National Security Advisor M K Narayanan for a briefing on the security situation. He later met senior bureaucrats in the ministry of home affairs.

Without favouring any particular political party, the home minister should consider terror as a national issue and appoint capable politicians and executives from across. Obama has set an example by reaching out to people from the Republican party and appointing Clinton as his Secretary of State. Also the opposition parties should also give him full cooperation rather than playing vote politics.

While we work out a iron clad action plan to prevent terrorists enter India, caught and given exemplary punishment, we should have even harsher and faster punishment to those who fro their greed and negligience or incapability let the terorists make their in roads into our society. This should include politicians, bureaucrats, security and ploce personnel and ordinary citizens who through their known or unknown acts heap miseries and havoc on the nation. They should be considered traitors.

One point I wud like to suggest to Mr P C.\" A politician who during his term of office if ever is asked to resign due any reason of ineffieciency or even out of taking up as a moral responsibility, should be barred from contesting elections for lifetime.Just imagine the loss nation would have to recur because of such inefficient people .This would also drive this political community to deliver results and work more efficiently.We are paying taxes not for enjoyment of this political people.

A few of the major slips need to be visited by the Government. was there any slip by Indian Navy with Mumbai being the HQ for wetern Command and the Coast Gaurd in protecting the territory. If intelligence had warned why did the state Govt. were in realxed mood. did they inform teh ATS about this warning. why dis Railways did not have the SPRF in CST despite frequent terror attacks

The new home minister will need quite a few hard men to implement his plan.This is a prime requirement and to meet his needs he should cast his net far and wide to recruit the talent he needs.Mr Putin achieved the same by recruiting personnel from without,people who had not become hostage to the system.The bottom line for the action plan is what the US has achieved since 9/11.NO MORE TERROR ATTACKS ON INDIAN SOIL.The people of India will handsomely reward any govt.which achieves it.
