| Competitive bidding for biogas plants gets nod |

The government has approved the competitive bidding process for setting up large-scale biogas plants. The bidding will be conducted under the National Biogas and Manure Management Programme (NBMMP). The Cabinet Committee on Economic Affairs (CCEA) today gave its approval for continuation of the programme during the 11th Five-Year Plan period, with an expenditure of Rs 562.89 crore.
It also approved the inclusion of some features for implementation of NBMMP. These include introduction of competitive bidding on pilot basis for setting up biogas plants, with the recommended Central Financial Assistance as the upper limit. The large-scale installation of biogas plants will be done with possible Clean Development Mechanism (CDM) benefits subject to a suitable tie-up and restricting per plant Central Financial Assistance to the existing level of subsidy.
The plants would be put up through biogas-fertiliser companies or entrepreneurs (BGFCOs/BGFEs), banks, Indian Renewable Energy Development Agency (Ireda), financial institutions, self-help groups, cooperatives and NGOs, in addition to state government nodal departments or implementing agencies and Khadi & Village Industries Commission (KVIC).
Sick PSUs’ salary, wages:
Among other decisions, CCEA also approved the non-plan Budgetary support of Rs 72.26 crore towards dues, salary and wages of the employees of ten public sector units. These sick units include HMT Ltd ( Rs 3.77 crore), Hindustan Photo Film Ltd (Rs 4.05 crore) and Nepa Ltd (Rs 5.03 crore).
Law Commission:
In its meeting, the Cabinet approved the constitution of the 19th Law Commission for a period of three years from September 1, 2009, to August 31, 2012.
It also decided to move a constitutional amendment Bill for enhancing reservation for women in Urban local bodies from a third to 50 per cent. The Cabinet also approved the National Policy on Disaster Management (NPDM), besides strengthening of the ongoing centrally sponsored scheme of the National Afforestation Programme.
