The Central Vigilance Commission (CVC) today called for putting in place a sound and comprehensive public procurement system as a deterrent against corruption.
"A sound procurement system is crucial for ensuring security, safety of passengers, health of the citizens and the quality of infrastructure," Central Vigilance Commissioner Pratyush Sinha said.
Speaking at a CII seminar on 'competitive policy' here, Sinha said the public procurement system is most vulnerable to corruption. "Firms with lesser competence often survive on government contracts by exploiting the weaknesses in the public procurement system," he said.
Sinha said a major problem faced by procurement officials is the confusion created by multiple guidelines and procedures issued by multiple agencies.
"There is neither a single comprehensive public procurement standard nor a single nodal agency to deal with the public procurement policy," Sinha said.
