Only a third of central allocations utilised.
Four years after the launch of the Jawaharlal Nehru National Urban Renewal Mission, or JNNURM, to upgrade the infrastructure in cities, just above a third of the central funds allocated under the scheme have been used.
With the scheme slated to end in another three years, only 32 out of 463 projects sanctioned under the Urban Infrastructure and Governance (UIG) head have been completed.
According to Minister of State for urban development, Saugata Ray, the Centre may call a special meeting of the states soon after the current Parliament session is over. “We need to assess the situation. After all, it is our flagship programme and we must make it successful,” he said.
The Union urban development ministry’s statistics show the Centre has released only Rs 8,252 crore till date as Additional Central Assistance (ACA) under the UIG head, as against the Rs 23548.33 crore that was available till date. The total cost of the 463 sanctioned projects is Rs 49,743 crore.
The government launched JNNURM on December 3, 2005, for seven years with a total planned investment of Rs 1,00,000 crore, with a committed central government share of Rs 50,000 crore. The states, along with the urban local bodies, are to cough up the other half.
“We always release the first installment quickly. But the subsequent Central release depends on the progress of the work and the release of the matching contribution from the states,” Ray told Business Standard.
