As more and more solar power projects developers line up to set up their projects in Gujarat, state power regulator, Gujarat Electricity Regulatory Commission (GERC) on Thursday issued a discussion paper on determination of tariff for solar power projects in the state for the control period from January 29, 2012 to March 31, 2015.
The discussion paper on "Determination on Tariff for procurement of power by distribution licensees and others from Solar Energy Projects for the State of Gujarat" has been prepared to decide fresh tariffs structure for solar projects to be commissioned after January 29 ,2012. It also proposes separate tariff structure for solar photovoltaic - megawatt based projects, kilowatt based rooftop power projects and solar thermal based projects.
As part of the Solar Policy announced in 2009, GERC had earlier fixed a levelised tariff for solar photovoltaic projects at Rs 12.54 per kWh (distributed as Rs 15 per kWh for the first 12 years, and Rs 5 per kWh for the next 13 years) and for solar thermal projects at Rs 9.29 per kWh (distributed as Rs 11 per kWh for the first 12 years, and Rs 4 per kWh for the next 13 years). Under the fresh tariff proposal, for solar photovoltaic Mw-scale projects, levelised tariff of Rs 10.27 per kWh for 25 years (with accelerated depreciation benefit) has been proposed. For the solar photovoltaic kilowatt-scale projects, levelised tariff of Rs 12.49 per kWh for 25 years (with accelerated depreciation benefit) has been proposed.
For the solar thermal power projects, the market regulator has proposed levellised tariff of Rs 12.32 per kWh for 25 years (with accelerated depreciation benefit). Even as the new tariff structure for solar photovoltaic projects and solar thermal projects is lower than that passed in GERC's solar tariff order of January 2010, the discussion paper would provide guidance to new developers willing to set up solar power project in Gujarat.
"This is a fresh tariff structure proposed for the new control period. The tariff have been proposed keeping in view the interest of the consumers and stakeholders both. GERC has tried to give convenience to the developers as well as consumers while preparing the discussion paper," informed a senior official at GERC.
