Govt approves higher pay for PSU employees

The Union Cabinet today approved an average 67 per cent hike in wages of 1.6 million employee of public sector companies (PSU), with effect from January 1, 2007, said Heavy Industries Secretary R Bandyopadhyay. This hike is expected to their salaries at par with Central government officers.

He said that with incentives salary hikes can go up to 200 per cent. Central government employees were awarded around 40 per cent higher wages, earlier this year.

However, industry officials said that when the new basic pay is merged with the dearness allowance the employees get an effective hike of 20-25 per cent.

The Chairman of a Navratna public sector company, such as Oil and Natural Gas Corporation (ONGC) or BHEL, will now draw a basic salary of around Rs 1.25 lakh per month from the previous around Rs 25,000 per month. The Chairman of a ‘A’ category government-owned company is equivalent to the rank of an additional secretary in the government of India. With the pay revision for the state-owned companies, the salary of a chairman exceeds thats of an additional secretary who gets a basic salary of around Rs 70,000 month.

“Looking at it in percentage terms the hike in good. But we are getting this hike after 10 years. But expectations were higher,” said an official with a state-owned oil company.

The higher wages for employees of government-owned companies follows the pay revision for government officials. More money with the 5.4 million employees – 1.6 million state-owned companies’ employees and 3.8 million government officials – is expected to boost spending and increase demand for commodities, consumer durables, automobiles and houses. As a credit crisis grips the world, Indians too are spending lesser which is affecting industrial growth.

The revised pay package also includes revision in dearness allowance and other allowances, besides performance related incentives, Minister of State in the Prime Minister's Office Prithviraj Chavan told reporters here.

The financial burden of the higher salaries will be borne completely by each state-owned company. “It does not involve any budgetary support,” Chavan said.

The revised pay scales would be implemented by issue of Presidential Directive in respect of each state-owned company separately by the administrative ministry concerned, the government said in a statement.

In 2006, the government had constituted a pay revision committee for the executives of central public sector companies headed by former Supreme Court Judge MJ Rao.

Employees of the 244 central public sector companies drew salaries of around Rs 52,580 crore, including benefits such as bonuses in 2006-07, the latest day for which full data is available.

“Out of 151 profit-making PSUs, 76 will be able to implement this scheme fully. The rest can implement this scheme in phases,” Bandyopadhyay said.

A former chairman of an oil company said one of the primary issues was making the dearness allowances (DA) for employees of public sectors companies similar to those of bureaucrats. Bureaucrats currently get central DA, which is higher than industrial DA drawn by the public sector companies.

“This issue has not been addressed,” said a oil ministry official.

The government in a statement said that while the new pay structure would be implementable from January 1, 2007, the new allowances would accrue to employees only after the decision is notified by individual companies.

The ruling Govt. has shattered the hopes of the retired employees from 01.01.2006 to 23.05.2010. Is it true justice if you have 2 effective dates for the Gratuity Act i.e. 1.1.2006 for Central Govt. employees and the other as 24.05.2010 for the others including Central Govt. PSU's? Are'nt we all equals in the eyes of God and so our Hon. President & PM who lead this country with our help should have thought of treating us all as EQUALS and made the effective date of Gratuity as 01.01.2006 for ALL. Please help us to save the nation from further damage looking to the rise in prices of each and every commodity. Where is your aam aadmi agenda? Isnt this like wishful thinking? I dont think this blog will have much impact on the Govt. as they are here only for the rich and the greedy.

I fully understand that Ministers are busy with the election process but at the same time, should understand the employees eagernees in getting their benefits w.e.f. 01.01.2007 cleared. We are still reeling under inflation and with low interest rates, it is rather difficult for a retired person to go ahead with his life smoothly. Disbursing the balance amount of enhanced gratuity would help us to a certain extent. Please Mr.Minister, look into the needs of your Indian people who have strived so hard in order to make this country a better place.

I would be extremely happy if what is said on the new pay revision for PSU's is put into practice rather than keeping its employees waiting with their mouths open. It is high time the Government acts on its move. Enhanced Gratuity also should be taken care of in case there is no pension benefit available to a Govt. employee as interest rates have dropped drastically.

Can somebody say me what will be the Gross Salary of an executive at Entry level including all parks and incentives of an A level PSU.

One should see wage hike by comparing the difference between the total pay drawn before wage revision and total pay after wage revision and then say what percentage is increased.Just saying pay bonanza or 200% hike or too much hike is given to PSU officers is not justified.And also I prefer comparison between Central Govt employees who are in CDA pattern and with best pension after retiring and PSU employees who are in IDA pattern with meager pension after retiring.

I retired as a Supervisor from Mazagon Docks Ltd. Mumbai, a Central PSU on 31.12.2008. After serving the Company for almost 40 years, I received only Rs.3.5 lakhs as Gratuity. Could anyone inform me the amount of Gratuity I am eligible for? All leading newspapers said a Big Bonanza for Central PSU's where Gratuity was shown as enhanced to Rs.10 lakhs. Its high time it is put into practice.

I retired as a Supervisor from Mazagon Docks Ltd. Mumbai a Central PSU on 31.12.2008. Till date, I have not received my Gratuity as also my leave encashment. It is almost 2 months since I retired and since there is no income, I am losing heavily in terms of interest which could have helped me run my daily expenses. Moreover, the rates of interest have come down since then and I am a loser here as well.I shall be happy to know if I am eligible for the enhanced Gratuity of Rs.10 lakhs and when the presidential directive would be issued to this effect?

The pay hike has been announced for the officers? But what about the employees. They will be getting a meagre hike of 5 to 10%. But the officers get 50% hike which is not a good thing. The government should do in hiking the salaries of employees by 30-40 %

I think euphoria has been created by telling that there will be hike upto 200%. The govt has not dealt with the issue of periodicity of revision. Similary the allowances have been limited to 50% of Basic salary.
