| The Calcutta High Court issued an order restraining the Jute Commissioner of India from enforcing the new set of parameters on production of gunny bags.

| Following a suit filed by some jute mills, Justice Soumitra Sen passed the ad-interim order for the next six weeks.

| Agarpara Jute Mills Ltd, Premium Agro Exports Ltd, Barnagore Jute Factory PLC, Loomtex Engineering Pvt Ltd , Nellimarla Jute Mills Co Ltd & The Sun Bio Technology Ltd (Jute Division) all belonging to the Sarda group, filed the case challenging the authority of the Jute Commissioner to enforce the new parameters on production control orders for supply of "B" Twill gunny bags to the petitioners' jute mill from the month of June 2005.

| Protap Chatterjee, Nadira Patheria and B K Jain counsel for the jute mills stated in the court that for the months of June and July 2005, the petitioners received order for supply of lesser quantity of gunny bags from the Jute Commissioner.

| After making enquiries, the petitioners came to know that the Jute Commissioner was in process of framing a new set of parameters for modernisation of jute mills, the counsel argued.

| It was stated that for this reason, the Jute Commissioner allocated lesser quantity of gunny bags to the petitioners which led to severe loss and damage for them.

| It was also argued that the new parameters if implemented, would benefit only a handful of jute mills whilst curtailing the quota for manufacture of gunny bags to the various jute mills as a whole.

| While passing the order, the Court observed that the authority changed the existing norms drastically, without giving any opportunity for hearing to the petitioners. |
