HLCA approves Vedanta, Hindalco capacity expansion

The High Level Clearance Authority (HLCA) chaired by the state Chief Minister Naveen Patnaik, on Tuesday, cleared the capacity expansion plans of Vedanta Aluminium (VAL), Aditya Aluminium, Hindalco Industries and Ind-Barath Energy Utkal Ltd besides approving new investment proposals in power and cement sectors.

The HLCA in its 13th meeting, gave its nod to the scaling up of VAL's aluminium refinery capacity at Lanjigarh from the existing one million tonne per annum (mtpa) to six mtpa, expansion of its smelter plant at Jharsuguda from 0.25 mtpa to 1.6 mtpa and that of its Captive Power Plant (CPP) from 675 MW to 1350 MW.

The total investment of these projects of VAL, after the expansion in capacity, stands at Rs 37,440 crore.

Apart from VAL, Hindalco Industries, an Aditya Birla Group firm, also got the go-ahead for ramping up the capacity of its aluminium smelter plant at Hirakud from 0.146 mtpa at present to 0.36 mtpa and that of its CPP from 367.5 MW to 967.5 MW.

Similarly, Aditya Aluminium Ltd got the HLCA nod for raising capacity of its aluminium refinery at Rayagada from one mtpa to 1.5 mtpa and smelter plant at Jharsuguda from 0.26 mtpa to 0.36 mtpa.

Addressing reporters here, Saurabh Garg, the state industries secretary said, “The HLCA today approved the capacity expansion projects of Vedanta Aluminium, Aditya Aluminium, Hindalco Industries, Ind-Barath Energy and Jindal India Thermal Power. New proposals in power and cement sectors were also cleared.”

Ind-Barath Energy Utkal Ltd got the nod for expanding capacity of its power plant from 700 MW to 1360 MW at Sahajbahal near Jharsuguda, involving an additional investment of Rs 3300 crore. The hike in capacity is subject to environmental clearance.

Besides, Jindal India Thermal Power which had proposed to set up a 1200 MW power plant at Derang in Angul district got the approval to hike capacity to 1800 MW. The project cost now stands at Rs 8000 crore.The HLCA cleared three new proposals in the power sector- SPI Ports, NSL Nagapatnam Power as well as KU Projects Ltd while approving the change in location of Kalinga Energy & Power from Babuchakuli in Sambalpur district to Sodamal in Jharsuguda.

Kalinga Energy & Power had proposed to set up a 1000 MW power project at a cost of around Rs 4200 crore.

SPI Ports has proposed to set up a 1320 MW (2x660) power plant at Mahakalpada in Kendrapara district at an investment of Rs 6600 crore.

Similarly, NSL Nagapatnam Power has aimed to set up a 1320 MW (2x660) power plant in Angul district, a 5000 tonne per annum sugar refinery at Paradip and a textile spinning unit at a combined cost of Rs 8900 crore.

KU Projects has proposed to set up a 1320 MW (2x660) power project at Thakurpur village in Sonepur district at an investment of Rs 7200 crore.In the steel sector, the HLCA cleared a stainless steel unit of Rohit Ferrotech and a downstream steel park of Bhushan Steel.

Rohit Ferrotech which runs a 0.1 mtpa ferro alloy unit at Kalinganagar in Jajpur district, intends to set up a 0.6 mtpa steel plant and 67.5 MW CPP at the same location at a cost of Rs 2500 crore.

Bhushan Steel has proposed to set up a downstream steel park at Meramundali in Dhenkanal district, entailing an investment of Rs 3000 crore. This park would be developed through a joint venture with Industrial Infrastructure Corporation of Orissa (Idco).

1In the cement sector, the HLCA approved the proposal of ACC Cement to set up a three mtpa cement manufacturing facility and a 50 MW CPP at an investment of Rs 1850 crore.
