IIM-A to support performance monitoring in govt departments

Faculty from premier B-School Indian Institute of Management, Ahmedabad (IIM-A) shall provide capacity building support for the Centre's ambitious project on Performance Monitoring and Evaluation System for Government Departments (PMESGD), approved by the Prime Minister in September last yea.

"A group of 11 IIM-A faculty members and one from IIT-Mumbai shall be part of the core research group constituted for providing research and training support for the project on performance of departments and ministries initiated by the cabinet secretariat," the core group coordinator Prof Biju Varkkey of IIM-A told PTI.

There are 84 ministries and departments that are likely to fall under the ambit of this project, Varkkey said.

Among the main functions of Performance Monitoring and Evaluation System for Government Departments (PMESGD), is to design a state-of-the-art performance management system in the government after a comprehensive review of international best practices, and document the approved performance evaluation and management methodology, and update it from time to time.

"The preliminary round of research for this project began here in October last year and ended in December 2009," Varkkey said, adding, that the second round was slated to take off from March this year.

The faculty pool created at IIM-A shall play a vital role in creation and maintenance of database of relevant national and international benchmarks for various government agencies, prepare analytical notes and background papers to facilitate development of challenging targets for government department, Varkkey said.

The faculty group, which is also among the members of Adhoc Task Force for project review, shall conduct briefing sessions and training programmes for officers at various levels in the government to ensure proper understanding of the performance management system.

"Under this kind of performance-based evaluation system essentially the idea is to measure the performance correctly, and subsequently award the person for achieving targets," Sebastian Morris, IIM-A Professor and a member of Adhoc Task Force, said.

A reform in governance model from an administrative to management approach has been successfully adopted by several countries, he said.

Many countries including Canada, New Zealand, Australia, Netherlands, Denmark, UK, US and Finland have made significant progress using such kind of techniques, another member of the task force said.

Besides this, they will also have a role in creation of knowledge sharing unit for dissemination of good practices and providing advise to state governments on adoption of similar system at the state level too, Varkkey said.
