The Kerala government today said it has asked the Centre to revise guidelines for Centrally Sponsored Schemes (CSS), since many of them were not suitable for the state.
Replying to a calling attention motion on the matter in the Assembly, Chief Minister V S Achuthanandan said the government has asked the Centre to route all funds for CSS through the state.
The state was not able to fully utilise the funds for CSS and implementation of many schemes was delayed due to the guidelines of the Centre, he said.
CSS has also become a burden for the state as in most of the schemes, the state had to bear 50 per cent of the total project cost, Achuthanandan said.
The state had given a memorandum to the 13th Finance Commission and also to Centre seeking changes in the guidelines and norms in implementing the CSS, he added.
