Lucknow industrial estate gets going
Virendra Singh Rawat / New Delhi/ Lucknow April 04, 2008
The city's Industrial Development Authority plans 200-acre industrial enclave.

It is often debated that the industrial development in Uttar Pradesh is confined to the National Capital Region (NCR) and the growth is far less visible in other parts of the state.

In this backdrop, the Lucknow Industrial Development Authority (LIDA) — the proposed industrial enclave along the Lucknow-Kanpur highway mooted almost three years back for industrial and commercial amelioration in the region — is slowly picking up steam.

LIDA is in the process of acquiring 200 acres in Lucknow district as part of the project, which is in its first phase. The proposed industrial and commercial corridor is likely to give a major fillip to the development in the region on the lines of NOIDA and Gurgaon.

Additional Chief Executive Officer (ACEO) Vivek Varshney told Business Standard that 200 acres comprising four villages — Natkur, Banthra Sikandarpur, Kurauni and Miranpur Pinwat — will be acquired in the first phase. A notification to this effect has already been issued by the state government.

Housing and Urban Development Corporation Limited (HUDCO) will provide a loan of Rs 73 crore to LIDA for the purpose.

“Since LIDA is a new entity, we do not have a land bank for secured bank loan to pay for land acquisition. However, HUDCO has agreed to provide us credit to the tune of Rs 73 crore,” Varshney informed.

The layout and map of the plan has already been approved by the board headed by the UP Industrial Development Commissioner, Atul Kumar Gupta.

“Once HUDCO releases the funds, the money will be deposited with the Lucknow Collectorate to be paid as compensation to farmers for acquisition,” Varshney added.

The plan of LIDA was originally mooted during the previous Samajwadi Party regime headed by Mulayam Singh Yadav as another industrial development hub in UP after NOIDA.

The idea was to present an option other than NOIDA and Greater NOIDA for the industries to set up units and ancillaries in UP for the balanced growth of the state.

Lucknow and Kanpur have immense potential to become IT hubs as they have Indian Institute of Management, Lucknow (IIM-L) and Indian Institute of Technology, Kanpur (IIT-K) apart from several other reputed institutes in the hinterland, which means there would be no crunch of quality human capital in the region.

The prime focus of the new authority will be to attract potential investors to set up big industries in the corridor. Since Lucknow’s Amausi Airport already boasts of some international flights to Gulf countries, industries are expected to lap up the enclave.

As per plan, LIDA will acquire about 25,000 hectares of land on both sides of the Lucknow-Unnao highway and the initial remote sensing survey of the proposed corridor had been done and land identified.

The corridor is expected to re-energise the existing chikan, leather and garment sector in the region, while National Institute of Fashion Technology (NIFT) had also expressed its desire to open its branch in Lucknow.

LIDA has the potential to attract the IT/ITeS companies in the region, especially in the context of the sunset clause to apply to the sector from April 1, 2009.

The UP government had constituted LIDA vide its notification dated July 28, 2005 comprising 49 villages of Lucknow and 34 villages of Unnao district. The Authority was constituted under the UP Industrial Area Development Act, 1976.

The Managing Director of the UP State Industrial Development Corporation (UPSIDC) is the ex-officio Chief Executive Officer of LIDA, assisted by an ACEO. Currently, M V S Rami Reddy is the CEO of LIDA.

Whats the update of the LIDA? As Lucknow is expanding and the proposal for LIDA was mooted under Mulayam singh government but still no further progress has seen. This is a request from the natives of Lucknow and nearby ares that please do not indulge your personal grudges in the development of the state.
