MCL's pipe water supply scheme faces delay

The Rs 22.21 crore pipe water supply scheme for 41 villages of Talcher, being funded entirely by Mahanadi Coalfields Limited (MCL), has got delayed.

The delay is due to the non-release of the second installment amount of Rs 10 crore meant for the scheme by the company, according to the officials of the state rural water supply department.

However, MCL authorities said that they could not release the second installment before the submission of the joint inspection report which is as per the agreement between the coal company and the Orissa government.

Both MCL and engineers of the rural water supply department are to submit a joint report on the utilization of the first installment money, an MCL official told Business standard.

An agreement was signed between the state government and MCL in January 2006 to supply pipe water to 41 villages of Talcher within 30 months. The work was to be completed with an estimated cost of RS 22.21 crore and the cost of the project was to be borne entirely by the coal company.

According to officials of the state rural water supply department, MCL had released Rs 6.20 crore in March 2006 as the first installment for procuring pipes for the scheme.

The state authorities claimed that they had utilized this fund for completing the water supply scheme meant for two villages- Danara and Natid and also procured some equipment.

“Now we want the second installment of Rs 10 crore and a request for this amount was made in 2008”, said an official of the state rural water supply department.

The certificate showing utilisation of the amount under the first installment was produced before MCL in August last year but the company is yet to release the second installment of Rs 10 crore as per the agreement, thereby delaying the project, claimed the official.
