According to a senior Cabinet minister, “ministers waiting for portfolios and other Parliamentarians aspiring to become ministers were strictly not allowed to meet the PM or Gandhi “. Some Congress leaders tried to meet Singh during the weekend, but PMO officials politely told them that Singh was very busy with Cabinet formation.
