Orissa boasts of two state-level best practices for doing business

Orissa, which has attracted investment intents of more than Rs 6.5 lakh crore in various sectors, boasts of 2 state level best practices for regulatory reforms.

These practices are the single window clearance system introduced by the state government for faster and time bound clearance of investment proposals and the Geographic Information System (GIS) introduced by the Bhubaneswar Development Authority (BDA). These two practices figure among the top 10 identified best practices for doing business at the national level.

The assessments have been done by the department of industrial policy and promotion of the Union government basing on secondary sources like Doing Business in India Report-2009, surveys made by the Confederation of India Industries (CII) and presentation made by various states.

The water and sewerage connection given by Greater Noida Industrial Development Authority (GNIDA), registration, filing and payment of state value added tax (VAT) and computer added registration of deeds introduced by the Andhra Pradesh government, e-stamping system introduced in Delhi figure among other best practices.

Similarly, standardisation of property documents by the Rajasthan government, the system of rehabilitation and re-settlement of land owners in Haryana and Special Investment Region (SIR) ordinance 2009 of Gujarat government figure among the best state level business practices in the country.

While three practices each related to construction permits, property registrations and investment promotions, one related to payment of VAT. These practices were discussed in the conference of the state industry secretaries held in New Delhi recently.

The GIS was developed by the BDA for capturing, managing and analyzing geographical information such as land, census tracts, sites, roads, buildings. A comprehensive development plan for the city was integrated with remote sensing maps to prepare up to date land use map.

It has helped to obtain land use permission within a day in Bhubaneswar compared to an average of 16 days taken nationally.

The GIS system, developed by BDA, is expected to help in effective development control and reduction in un-authorised constructions.

Under the single window clearance system introduced by the Orissa government, time bound and faster clearances are being given for investment proposals.

According to sources, eighteen out of the twenty major approvals or clearances are provided through single nodal point by using a Combined Application Form (CAF). It also has provisions for deemed approval by the departments or authority, in case the approval is not given within the time frame set by the Orissa government.

The key benefits from the system are high industrial growth, helping the overall economic growth with the growth rate increasing from 4 percent in the 1990’s to 8.5 percent during the past five years.

While resettlement and rehabilitation (R&R) issues continue to haunt the policy makers in the country, R & R practices followed in Haryana finds place among the best practices for regulatory reforms.

Under the policy, the private developers are liable to pay Rs 30,000 per acre per annum with annual increase of Rs 1000 per acre for a period of 33 years for the land acquired for setting up of special economic zone (SEZ), technology city or park.

For government acquisition, the payment has been fixed at Rs 15,000 per acre per annum with annual increase of Rs 500 per acre. Since it provides source of long term sustainable income to the land losers with yearly increments, it has been more acceptable, sources added.
