Punjab simplifies Industrial plot allotment method

The Punjab government simplified procedures for providing different nature of clearances to the allottees of Industrial plots allotted by Punjab Small Industries and Export Corporation Limited (PSIEC). The move would benefit around 3,000 plot holders covering the focal points Mohali, Jalandhar, Ludhiana, Amritsar, Dera Bassi, Patiala, Bathinda, Sangrur etc

Speaking to reporters, Punjab Industry and Commerce Minister Manoranjan Kalia said, “We have liberalised the steps for the simplification of procedures applicable for providing different nature of clearances to allottees of industrial plots. Considering the demand of plot holders and associations of different focal points, PSIEC have given relief to the effected plot holders by giving them additional period of two years for coming into production.”

He also said this extension shall be allowed on payment of extension fee at one per cent of the current reserve price of the plot per year as applicable to concerned focal point. With this decision, pending clearances of the allottees for the implementation of their projects would be disposed off.

Also, the transferring of industrial plots in the focal points has been simplified to a great extent. As per the old procedure of transfer of plots through GPA holder, an affidavit was mandatory to be given by the original allottee. The original allottee was to furnish this affidavit at the time of allowing transfer by PSIEC. “We understand that in such situation, original allottees do not co-operate with GPA holder and difficulties were experienced for effecting transfer,” Kalia added.

He said, “ Now PSIEC has done away with this mandatory affidavit of original allottee. From now onwards public notice will be published in two newspapers before allowing transfer through GPA.”

The procedure of personal verification of seller and purchaser too had remained a tedious task. PSIEC used to carry out personal verification of both purchaser and seller after submission of documents. Now, PSIEC has dispensed verification of purchaser and only seller/ allottee is required to give his personal verification.

According to the old procedure, PSIEC used to recover component of transfer fee at rate of 3 percent of current allotment price of plot, even in those cases where conveyance deed already stood executed, which remained a difficult territory. It has now done away with theprocedure for charging transfer fee in such cases. It shall now charge only nominal processing fee at Rs 10 per square yard instead of transfer fee and issue NOC/ permission to sale.

Viewing the difficulties of plot holders in procuring credit facilities by their family members, the PSIEC also allowed third party mortgage of the industrial plots. Earlier PSIEC had been allowing mortgage of industrial plots for availing credit facilities by the allottees to set up the project on allotted plot only.
