Uncertainty lurks over rehabilitation of people to get displaced due to the ambitious Sabarmati River Front Development project.
According to a study by IIM-A, over one lakh people from the riverbed and surrounding areas are likely to get displaced and a proper rehabilitation plan is yet to be made public. The findings are part of a larger study project undertaken by Ghanshyam Shah and Navdeep Mathur at IIM-A in collaboration with Ford Foundation called 'The Globalizing State, Public Services and the New Governance of Urban Local Communities in India'.
"As per our survey about 38,500 families which is well over one lakh individuals are likely to get displaced by the project," said Navdeep Mathur, professor at IIM-A at a seminar on 'Urban Governance and Development Induced Displacement'. This is in stark contrast to figures given by government officials of about 7,000 families. Livelihoods have been poorly understood in the larger visions of policy elites, mischaracterized as ‘jobs’, the study pointed out. Assets have been misunderstood and narrowly constructed in both policymaking as well as existing legal frameworks, it said.
Under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) schemes, 19,000 houses are to be constructed and close to 400 displaced families have already been shifted.
"This however, beats the original plan of the AMC as per which the project was to be self-sustaining, said Renu Desai, post doctoral fellow, Durham University, UK during her research study presentation Producing Uncertainty: A Study of the Politics of Slum Resettlement under the Sabarmati Riverfront project. The project envisaged to be a self-sustaining one by selling 21 per cent of land, she added.
