Rolling stock gathers 22.64% hike in spend
Our Bureau / New Delhi February 25, 2006
Production of electric locomotives will be increased by 17% and diesel locomotives by 5%.

The railways have proposed a 22.64 per cent increase in spend on rolling stock to Rs 4,170 crore in 2006-07 against Rs 3,400 crore in 2005-06.

The main focus of this year's investment will be on improving the condition of wagons, modernising them and improving their capacity.

“Wagons are the railways' revenue-earning assets. While the railways modernised their locomotives and coaches in the ’90s, wagons deployed at present still use the technology of the ’80s,” Railway Minister Lalu Prasad said while presenting the Railway Budget.

The Research Design and Standardising Organisation of the railways is designing new high-capacity wagons. Prototypes of these will be developed and trials completed in the coming year.

“Also, all efforts will be made to start manufacturing aluminum and stainless wagons in 2006-07 to improve the payload-to-weight ratio,” he said.

The railways will also work out a policy framework for transfer of technology for developing high-capacity wagons.

“We need to manufacture special wagons to increase the railways' share in the transportation of commodities like motor vehicles and petrochemicals,” he added.

In order to meet the rising traffic demand, wagon manufacturing will be increased by 25 per cent next year.

The target for wagon procurement has been increased to 25,000 units for 2006-07 from the current fiscal year's plan of 18,000.

The production of electric locomotives will be increased by 17 per cent and diesel locomotives by 5 per cent. The production of high-power locomotives is also being increased to ensure optimum utilisation of line capacity.

Against 143 diesel electric locomotives planned to be procured during the current year, the railways propose to buy 150 of these during 2006-07.

Similarly, while the railways target to procure 128 electric locomotives during the current fiscal year, they propose to buy another 150 of these in 2006-07.

The procurement of coaches will be go up from 2,760 in 2005-06 to 2,768 in 2006-07.
