State sets up innovation council

The Karnataka government has set up the State Innovation Council based on the recommendations of the Karnataka Knowledge Commission. A government order was issued to this effect here on Tuesday.

Khincha, chairman, division of electrical sciences, Indian Institute of Science (IISc) will be the chairman of the council, which consists of 16 members. Among the prominent members on the board of the council includes Dr Devi Prasad Shetty, Chairman, Narayana Hrudayalaya, Kiran Mazumdar Shaw, Chairman, Biocon, Pankaj Chandra, Director, IIM-B, Dilip K Ranjekar, CEO, Azim Premji University, R S Deshpande, Director, Indian Institute of Socio Economic Change, S Sadagopan, Director, IITB.

Meanwhile, with the Confederation of Indian Industry (CII), Mysore Zone, has set up an Intellectual Property Facilitation Cell (IPFC) in Mysore. With this, Micro, Small and Medium Enterprises (MSMEs) in and around Mysore will find it less of a hassle to apply for and secure patents in future. The IPFC has been initiated in partnership with the Ministry of MSMEs of the Government of India.

So far, industries and businesses had to make repeated trips to Chennai for obtaining trademark rights under the Intellectual Property Rights (IPR) after prolonged procedures. This will no longer be necessary when the IPF cell will start functioning from June 10 at the CII office at its new premises in Jayalakshmipuram, Mysore.

The cell will provide state of the art IP support infrastructure across the state and facilitate enterprises to obtain IP support in Mysore, instead of going to Chennai, CII’s IPR Head and Executive Kamaraju Chitrapu told Business Standard.

The major focus areas of the IP cell at Mysore will be a facilitation of IP service, counselling sessions, commercialisation with special focus on grassroots innovation and in-house IP training and capacity development.

The cell is set up with the objective to enable MSMEs from Karnataka to understand, identify and use IP for competitive advantage, to provide IP protection, awareness and training, counselling and advisory services, and hand-hold MSMEs to identify IP in their day to day business and leverage it for business excellences, he said.

Awareness about IP rights, including of obtaining trademark, which protects their businesses, was still poor in Mysore and other places in the state. As a result, one can see open allegations of infringement of trade names and other rights. Enterprises could avoid this situation by protecting their IP rights by obtaining trademark.

Hence, a lot of awareness still needs to be created on IP rights and benefits, Ramaraju said.

The IPFC will be inaugurated on June 10 by S M Jamakhandi, Director, MSME-Development Institute, Government of India, Bangalore at 10.30 am. CII Mysore Zone Chairman Biswajit Mishra, Senior President (Operations), Jubiliant Life Sciences, Mysore and Amitava Chatterjee, CII Deputy Chairman and Vice-President (Works), JK Tyres Industries, Mysore, will address.
