State told to speed up civic polls
Press Trust Of India / Chennai/ Bangalore Nov 17, 2009, 00:46 IST

Karnataka High Court today ordered the state government and the Urban Development Department to furnish the list of wards and reservation of wards of the Bruhut Bangalore Mahanagra Palike (city corporation) to the State Election Commission before November 30.

A Division Bench of Chief Justice P D Dinakaran and Justice V G Sabhahit also directed the SEC to notify the calender of events for the BBMP polls before December 7.

After hearing the Advocate General Ashok Haranahalli, the judges ordered that all the writ petitions pertaining to holding of election to BBMP, pending before the single judges be posted before the division bench.

On September 17, the High Court had granted time till October 10 for issuing the ward reservation list and October 23 for releasing calender of events.

The SEC submitted that it is not in a position to conduct elections to 198 wards as the state government had not furnished the reservation of wards list.

The judges adjourned further hearing of the petition to December seven.

BBMP’s IT initiative
Umpteen calls to register a complaint or to find if a ‘file has moved’ or ‘missing file’ found — all could become a thing of past, thanks to IT initiatives by Bruhat Bangalore Mahanagara Palike (BBMP) that has helped track files and grievances at the click of a mouse.

The ‘Less Paper Office’ (LPO) initiated by the local civic body is a web-based package developed to help monitor the movement and pendency of letters or files. It also helps in tracking letters and files.

The LPO is part of an ambitious programme launched by BBMP to enhance productivity, efficiency and ensure customer satisfaction by using IT solutions to address these issues.

“Now any letter submitted or files can now be tracked immediately, thanks to the new IT deployment,” BBMP Commissioner Bharath Lal Meena told PTI.

The first phase saw the corporation head office using the facility. It is now being used in 61 departments and helps in enabling movement of letters or files electronically from one section or department to another. “Files that have not moved for whatever reasons can be immediately tracked by this,” he said, adding that it cuts down the scope of corruption.

“The LPO can prepare a register of letters and files and a report on pending files. Queries provided for tracking a file can be answered in seconds”, he said.
