State's welfare for construction workers goes abegging

Although Rs 6.1 crore is available in the welfare fund meant for building and other construction workers, only 2,000 construction workers have registered under the welfare scheme in Mysore district.

The State Construction Workers’ Welfare Board has Rs 270 crore meant for the welfare of construction workers in Karnataka.

The fund is mobilised by collecting 1 per cent cess from the bills paid to contractors by government and private agencies for the works executed by them. The levy is remitted to the board for utilising it for the welfare of building and other construction workers in the state.

Though funds were available, construction workers have not registered themselves with the Labour Department and have taken advantage of the several benefits under the welfare scheme by the board, additional deputy commissioner C G Bettasur Mutt told a review meeting yesterday.

A construction worker, aged from 18 years to 60 years should have worked for minimum 90 days in a year to become eligible for registration by paying Rs 25 with the Labour Department. He should pay a membership fee of Rs 10 every month or once in six months.

If a registered worker dies, Rs 2,000 will be paid for his last rites. If he dies while engaged in construction work or becomes permanently disabled, Rs 1 lakh compensation will be paid.

If he is admitted to a hospital as an in-patient, he will be eligible for Rs 400 each day for first five days and for rest of the days at 50 per cent, to a maximum amount of Rs 2,000. For major surgeries like kidney, heart, cancer, he will be entitled to Rs 10,000 financial assistance.

A woman worker will get a maternity benefit of Rs 400 twice. Two dependent children will receive educational assistance of Rs 700 for SSLC, Rs 1,000 for pre-university, Rs 2,000 for ITI diploma, Rs 1,500 for degree and Rs 5,000 for post-graduate studies.

For marriage of two children, a worker will receive Rs 5,000 assistance from the fund. Those who have registered for one year will be eligible for these benefits.

A worker registered for two years can take a Rs 5,000 loan for buying construction implements and those for five years and above, women worker aged 50 years and over, and men 55 years and above will become eligible for a pension of Rs 300 a month and an additional Rs 10 if they have worked for more than -five years.
