Stock rolls big time as railways rock

ROLLING STOCK: 30% more for wagons, locos and coaches.
 
The railways plan to spend Rs 9,218.5 crore on rolling stock during 2007-08, nearly 30 per cent more than the 2006-07 Budget estimate of Rs 7,100.14 crore and about 33 per cent more than the 2006-07 revised estimate of Rs 6,898.35 crore.
 
The thrust this year will be on increasing the availability of rolling stock through effective utilisation, modernisation and technical upgrades. Production of rolling stock is targeted to be doubled during the 11th Five-Year Plan period.
 
One new factory each for coaches, diesel locomotives, electric locomotives and wheels will be set up. However, wagon procurement has been reduced to 13,500 from the 25,000 proposed in 2006-07.
 
The railways plan to buy 200 diesel electric locomotives in 2007-08 against 150 proposed in the current fiscal. Procurement of 3,481 coaches has been also proposed. The last budget’s target was 2,768.
 
The Research Design and Standardising Organisation (RDSO) has designed new covered and open wagons with a payload to tare weight ratio of 3 and above, fit for 22.9 tonne axle loads.
 
The carrying capacity of freight trains comprising such open and covered wagons will improve by 10 per cent and 30 per cent, respectively. Therefore, procurement of open and covered wagons will be stopped from 2007-08.
 
The production of wagons with 25 tonne axle loads and 22.9 tonne axle-load wagons of new design will commence in 2007-08. Similarly, 22.9 tonne and 25 tonne axle-load wagons for steel and petroleum products will also be manufactured.
 
The new dedicated freight corridor is being constructed to operate 32.5 tonne axle-load goods trains and double-storey container trains. At present, only 22.9 tonne axle-load wagons are being manufactured in the country.
 
To manufacture higher axle load wagons, production of new technology bogies, couplers and draft gear would be necessary, for which an industrial complex will be developed. To achieve this, all options, including execution through public-private partnership, will be considered.
 
Manufacturers will be allowed to supply self-designed wagons, with the RDSO-recommended bogies, coupler, draft and brake gear.
