| UP tax dept computerisation: Govt to hold pre-bid meeting |

Moving forward in its objective of cutting through cumbersome procedures in registration of property, the Uttar Pradesh government will hold a pre-bid meeting on September 3 for the computerisation and networking of documents in the tax and registration department.
The government has decided to dump stamp papers for registration of property and sales deed. Soon, franking machine and e-payment at designated counters, such as banks, would be introduced to replace stamp papers.
Three companies viz HCL, TCS and IL&FS had qualified the preliminary bid stage, while Wipro is the consultant for the project.
The department has selected offices of 355 Sub Registrars, 71 District Registrars, 4 Additional Inspector Generals (IGs), 23 Deputy IGs and 89 Assistant IGs under the proposed scheme.
Under the scheme, the process of property registration would be put on electronic platform vis-à-vis stamp papers. The idea is to usher in transparancy, efficiency and accountability in the functioning of the department.
Initially, stamp paper system would run concurrently with the electronic system, however, the stamp papers would be phased out gradually.
UP would be the only 4th state to implement this advanced system after Delhi, Haryana and Andhra Pradesh. The UP Stamp and Registration (Amendment) Act, 2009 had already received the approved of the President for the implementation of this system, which had been handing fire for the last several years.
Besides being convenient to general people, franking and e-payment systems would check stamp paper scams and forgeries.
