Uttarakhand annual plan size fixed at Rs 5,574 crore

The Planning Commission approved the annual plan outlay for Uttarakhand for the year 2009-10 at Rs 5,574.7 crore.
The plan was approved at a meeting between Deputy Chairman Planning Commission Montek Singh Ahluwalia and Chief Minister R P Nishank at New Delhi. Last year, the plan size was Rs 4,775 crore.
The funds have actually been allotted for practical purposes to Garhwal, as there are no schemes, none whatever, for Kumaun, the other half of the State, possibly because it has no voice in the political arena. Few examples of new centrally funded major projects in Garhwal:
AIIMS (Rishikesh)
Ayurvedic University (Hardwar)
Central Univ (HNB Garhwal)
Garhwal already has an IIT (Roorki) and numerous Central Govt establishments in Dehradun. The blatant discrimination is evident in every aspect of government expenditure, whether it is Urban Mission schemes, Drinking water schemes, Sanitation projects, Irrigation schemes or Helipads (18 in Garhwal, 2 in Kumaun). People of Kumaun are inherently altruistic and willing to wait - so no one there seems to be bothered about this one-sided application of resources. However, the Centre should certainly be bothered, if it wants to ensure fair and equitable utilisation of its funds.
Every year such a huge amount of money is allotted to UK so far the pace of development specially in hill areas is considered very -2 poor. I have been pursing for a road connectivity in village jarti Distt Bageshwar for the last 7 yrs but so far nothing has been done and everything is rolling on paper.
