Investors in Singapore have to be either terribly confused or terribly impressed. They’ve just been told by Surface Transport Minister Kamal Nath that he plans to increase five-fold the pace of construction of highways in the country, to 20 km a day. Mr Nath, who is currently on a trip to South-East Asia, plans to repeat his message in the US and Europe. To convince them, he has outlined some of his plans. These include setting up of 150 exclusive land acquisition wings, reducing the stranglehold that engineers have on the National Highways Authority of India — engineers typically over-specify projects, making them non-bankable. The minister gives the example of the Belgaum-Dharwad highway where paring of unnecessary service lanes and flyovers has reduced the cost by 40 per cent, from the original estimate of Rs 480 crore. An expressway authority has also been announced.

I currently drive an August 2005 Mahindra Scorpio CRDE SLX. I love driving and am also very passionate about it. I am looking at replacing my Scorpio and I am very confused. Ideally, I would like to buy an SUV, but my budget is about Rs 15 lakh and I don’t want to buy a Scorpio again or a Tata Safari. I’d prefer a diesel as I drive 60 km daily to office and back, make a trip of 600 km every two months and one trip of 2,000 km a year.

You settle into the driver’s seat, adjust the mirrors, slip your favourite CD into the audio system, turn up the air-conditioning and crank her up. The engine settles into a steady idle; you engage first and you’re off. The Scorpio’s running smoothly and the new-car smell hovers around your nostrils. You smile — everything’s as it should be. In the distance, you see cars slowing down as the traffic signal turns from amber to red. You shed speed accordingly, downshifting until you come to a gentle halt, and you put the Scorpio into neutral. Just over two seconds later, the engine cuts out automatically. “Whoa! What’s going on?!” you wonder.

The dispute between the scam-hit Satyam Computer Services Ltd and Caterpillar Inc (CAT), a US-based manufacturer of construction & mining equipment, diesel & natural gas engines and industrial gas turbines, has been settled “amicably”.
