France to support India at NSG, UNSC

France and India today moved closer to signing a deal on civil-nuclear co-operation along the lines of the Indo-US deal.

This was decided at President Nicolas Sarkozy and Prime Minister Manmohan Singh’s summit meeting in New Delhi today. The meeting aimed at boosting  bilateral relations in the backdrop of New Delhi’s rising economic clout. Both sides agreed that once the International Atomic Energy Agency (IAEA) negotiations on nuclear safeguards were complete, a civil nuclear deal between India and France could be finalized.

Addressing the media after their talks at Hyderabad House, Sarkozy said France would support India at the Nuclear Suppliers’ Group, (NSG), the 45-member club of nations that controls the nuclear fuel supply to the rest of the world, which New Delhi will have to approach in order to go ahead with its civil-nuclear deal with the United States.

''France will advocate India efforts to acquire civilian nuclear energy in the international community. India is considered a responsible nuclear power which is sticking to IAEA guidelines," Sarkozy said.

Sarkozy reiterated French commitment to support India’s bid for a permanent seat in the security council. The two leaders, who discussed trade, defence cooperation and climate change, have decided to set up a Franco-India working group on environment.

In a separate joint-declaration, Sarkozy and Singh resolved to set up the forum to enable their countries jointly pursue clear development mechanisms (CDMs) through technology transfer for low carbon emissions. Significantly enough, the declaration has linked the negotiations on the civil-nuclear cooperation to the urgent need for addressing the problem of disastrous impact of global warming. This means that France supports India’s attempts to acquire nuclear fuel--which is considered a carbon-free energy alternative--on environmental grounds too.

Terming his talks with Sarkozy as "fruitful" Singh said the two countries had decided to bolster their defence co-operation and take it beyond the "buyer-seller relationship."

"We will increasingly focus on joint research and development projects, transfer of technology and greater military exchanges," Singh said.

Both sides agreed to further consolidate the multi-pronged cooperation in the fields of trade and investment, technology transfer, space, defence, culture and education.

"The initiatives that we have take reflect our mutual strength and growing potential of our two countries to contribute to each others' development and national priorities," Singh said.

During the delegation-level talks, the French have proposed selling Mirage fighter planes for the Indian Air Force.

Singh said the two sides had agreed to intensify business-to-business contacts and establish an Indian Cultural Centre in Paris. Sarkozy has offered to facilitate the travel of a large number of Indian students to France for higher studies.
