Many measures in the Union Budget for 2016-17 that put in place an elaborate package for agriculture and farmers' welfare are on the right lines. However, Finance Minister Arun Jaitley seems to have missed the opportunity to also simultaneously roll out certain much-needed reforms in areas like agricultural credit, farm subsidies and technology transfer.
