Haryana Unveils New Infrastructure Policy

The new policy has stressed the need to set up more industrial estates and highlights industrial estates as an important tool to strengthen industries.

The main objectives of developing industrial estates in Haryana are:

lTo provide well-planned accommodation to industries, alongwith basic infrastructure facilities like water, power, transport and communications.

lTo bring a number of industrial units together so as to generate synergy among individual units through a process of common services that reinforce growth by establishing linkages between supportive industry.

lTo provide entrepreneurs excess to goods and services, taking advantage of economies of scale.

The new policy highlights that development of industrial estates occupies high priority and Haryana has decided to give a boost to industrial estates.

 

The state government said all industrial estates in the state will be developed by the Haryana State Industrial Development Corporation (HSIDC)or jointly with private promoters in future. At present, a number of state-level agencies assist in the development.

Areas will be identified by the state industries department and HSIDC, keeping in view the broad objectives of ensuring speedy industrialisation in the backward areas.

According to the new policy, plots will be offered for allotment by public auction within one year from the date of the acquisition, after building the basic infrastructural facilities like roads, water supply and power.

The development agencies will help in setting up captive power generation station with suitable distribution network within the estates.

Maintenances will occupy a high priority with the developing agencies.

The cost of maintenance will be capitalised for 10 years, while arriving at the rate of developed land.

After the expiry of this period, a notified area committee will be constituted and the industrial estate will be handed over to the committee for maintenance.

Regarding projects, where specific schemes have been prepared in accordance with the guidelines of the Government of India, allotment or auction of plots and sheds will be made in consultation with the concerned departments of the Centre.

The sheds will be put to auction, preferably after the industrial estates are developed.

The new industrial estates will be developed both in the high and the low potential zone in the state, outside the municipal limits.
