The National Dairy Research Institute at Karnal did not have the prescribed institutional mechanism for identification, monitoring and evaluation of research programmes, a report of the Comptroller & Auditor General has revealed. The CAG report on scientific departments for 1995-96 was presented in both the Houses of Parliament on May 9.
