The Supreme Court on Monday questioned the delay on the part of Tamil Nadu Governor R N Ravi in granting assent to several Bills passed by the state Assembly, asking as to why should governors wait for parties to move the top court with their grievances.
Posing tough questions, a bench headed by Chief Justice D Y Chandrachud asked what was the governor doing for three years, noting that the Bills were pending since January 2020.
Observing that the issue was whether there was a delay in the discharge of the constitutional functions entrusted to the office of the governors, the court also said it would deal with the question whether a governor can sit over the Bills without sending them either back to the Assembly or to the President.
The top court made the observations as it deferred the hearing on the Tamil Nadu government's plea alleging delay by Governor Ravi to December 1 after Attorney General R Venkataramani, appearing for the Office of the Governor, sought a postponement.

Sebi chairperson Madhabi Puri Buch on Monday said she is "confused and surprised" at investor interest in Futures and Options (F&O) despite 90 per cent of individuals losing money in the segment.
Buch said there is a need for investors to look at the long term and added that chances of making inflation-beating returns are much brighter through this strategy.
Speaking during the launch of the Investor Risk Reduction Access (IRRA) platform at Asia's oldest stock bourse BSE here, Buch pointed to a recent research by the capital markets regulator which pointed out that only 11 per cent of the 45.24 lakh individual traders in the F&O segment made profit.
As per the research, there was an exponential increase in the F&O segment participation during the pandemic, with the total number of unique individual traders increasing by over 500 per cent from the 7.1 lakh in FY19.

The West Bengal Hosiery Association (WBHA) on Wednesday said that an investment of Rs 400 crore in capacity building of hosiery parks in the state is expected by the next fiscal year.
Addressing a session on manufacturing industries with a focus on MSMEs and textiles at the seventh Bengal Global Business Summit, WBHA secretary Pradeep Arora said, "This investment aims to add a sprawling 20 lakh sq ft of operational area to the hosiery parks."
Chief Secretary H K Dwivedi, in his address, underscored the importance of Medium and Small Scale Industries (MSMEs) in the rural hinterlands, while stressing the need for robust support mechanisms such as enhanced access to credit, simplified compliance obligations, and swift project approvals.

Expressing regret that the cost of domestic airfares to pristine destinations in the northeast is costlier than airfares to Thailand, travel agencies and hotel operators urged the government to intervene in the matter.
The airfare from Delhi to Bangkok as on December 1 (one-way) is Rs 11,470 whereas flights from Delhi to Shillong cost around Rs 14,974, travel agents claimed.

A three-judge bench was deliberating on pleas including the one filed by advocate Ashwini Kumar Upadhyay opposing promises of such handouts by the parties during polls.
The petitions have sought direction to the Election Commission to invoke its powers to freeze the election symbols of these parties and cancel their registration.

The Bihar government on Wednesday decided to urge the Centre to incorporate the hiked reservation for deprived castes from 50 to 65 per cent in state government jobs and educational institutions in the 9th schedule of the Constitution, so that it is guaranteed immunity from legal scrutiny, an official said.
