Power producers have decided to move the Central Electricity Regulatory Commission (CERC) through the Eastern Regional Power Committee opposing coal sampling at the loading site to increase pressure on Coal India.

"Very soon ERPC will file a petition with CERC seeking sampling at both party's end instead of joint sampling at the loading site," Damodar Valley Corporation (DVC) chairman R N Sen told PTI.

To all practical purposes if sampling was done at the loading site, quality would be far less than certified quality due to various issues, including mafia control despite having own officials, Sen said.

CIL proposed joint sampling by a third party agency for coal quality. The coal miner has begun the process to engage an agency.

In a compromise formula with NTPC, Coal India has agreed not to calculate the quantity supplied for sake of incentive for all coal calorific value below 3,100 Kcal.

Fuel supply agreement between NTPC and CIL has become possible after both buried their differences which would open the doors for other power companies waiting to sign the FSA.
