On Monday, seven states and Union Territories (UTs) met in Amravati, the new capital of Andhra Pradesh, and consolidated their grouping against the terms of reference of the Fifteenth Finance Commission (FC) . The biggest demand has been use of the 1971 Census, instead of the the 2011 one. However, there have been other demands as well.
