The creation of Telangana would not have any serious effect on the educational scenario of Andhra region as the Telangana region which is the hub of educational institutes and also has important private and government institutes could well function even after the creation of the new state ,although the divided state of Andhra Pradesh would likely allow the opening of more colleges to compensate the college seats in the Telangana region which has the most no. of colleges.

The bifurcation of states is simply a matter of sub judice unlikely to have any impact on education sector as a whole. But from the perspective of an individual state, being disintegrated, it might sway its reputation of being an educational hub. Since comparison is done among states which collectively unite to become the key driver for change. It is so because states are entities unified within one country with each state representing its share of contribution towards national growth. So, in this case, it would be difficult for Andhra Pradesh to sustain same stature with the creation of Telangana.
Once the confusion between the two separated states is clear, colleges are expecting more students to shift to the Andhra region.Though the government promised to bring out a separate Act for the Andhra people residing in Telangana region, questions about whether the education sector would feature in the Act or not were also raised by educationalists. Now that most of these educational institutions would shift their base to different regions in Andhra, there is a high possibility of disturbance in the educational systems and the academic year, with the education hub likely to take a hit.
I think there will be an effect on Andhra Pradesh as an education hub because of creation of Telangana. Students from all round the country come to Andhra Pradesh for education.
The impact on Andhra Pradesh as an educational hub with the emergence of Telangana as a separate state, with funds flooding in, with easier governance due to geographically smaller area, with new found incentive to uplift the backward regions will be phenomenal provided a smooth transition is ensured. Improvements to already existing educational institutions in terms of state of the art infrastructure will definitely elevate the quality in both the regions. Major universities in both the regions will get a face lift as an immediate aftermath.
