The Bharatiya Janata Party (BJP) and Biju Janata Dal (BJD) workers engaged in a scuffle on Wednesday after the opposition called for a shutdown across the state in protest against a sex scandal involving the Mayor of Bhubaneswar Ananta Jena.
Protestors also burnt tyres and blocked roads in the city.
Police had to baton charge the protesters, some of whom were taken into custody.
"We condemn this, this is gundaraj. We want justice for the student who was murdered. The mayor is involved and the chief minister is protecting him. The mayor should resign," said BJP leader Samir Dey.
"We will never let Naveen Patnaik's succeed in his intentions. The people supporting the BJP will continue our protest," a BJP worker said.
