Centre constitutes SOPs to regulate deployment of CAPF in states, UT

Central Government has formulated Standard Operating Procedures (SOPs) for deployment of Central Armed Police Forces (CAPF), to meet emergent and unforeseen needs of state and Union Territory governments.

In light of state/UT governments' frequent request for CAPF in situations where they can take security measures using their own resources, the Centre formulated the SOPs.

The Chief Secretaries and DGPs of all states and Union Territories, Commissioners of Police, Delhi, and DGPs of CAPF have been requested to follow these SOPs while processing the requests for deployment of CAPF in their states/UTs.

In a bid to make state governments self sufficient in maintaining law and order without being dependent on CAPF, Centre has taken the step.

Central Government has therefore advised state governments to constitute a state level committee under chairmanship of ADG (Law and Order) of the state where the local representatives of IB and CAPF at the level of DIG/ Commandant may be co-opted.

These committees may examine and scrutinize requirements of Central Armed Police Forces by keeping in view internal security, previous scale of deployment, optimal utilization of state resources, intelligence inputs, and the availability of CAPF in nearby locations.

The Central government has stated that recommendations of committee must be specific and indicate the quantum of CAPF deployment and duration along with the justifications.

Moreover, requests for extension of deployment and increase in quantum must be examined by committee on similar lines.
