With reference to the report, "Govt to abolish Plan, non-Plan expenditure classifications" (December 9), demand and supply of commodities fluctuate depending on product quality and market price in defiance of centralised budgeting. Hence, various segments of the economy incur unforeseen expenditure to ensure survival in a highly competitive environment. Product quality needs to be frequently reviewed as technological innovations are more frequent.

This is the age of the consumer. Accordingly, income inflow will be along unplanned lines and market movement cannot be controlled by a uniform central planning strategy. Instead, states are better placed to manage resources as growth is more localised. This feature prevails in all segments of the economy - from the rural segment to retail trade and small, medium or large-scale industries. Accounting procedures have to be more simplified keeping in mind this feature.
