The march of technology just cannot be stopped. It turns out both the BJP and the Congress party sent out SMSs to issue whips asking MPs to vote in favour of the Women’s Reservation Bill. The formal whip, on the party letterhead, was probably sent out in due course but the parties clearly didn’t want to take a chance and sent out SMSs to all MPs.
