Rural Development Minister Raghuvansh Prasad Singh met Bihar Chief Minister Nitish Kumar on a plane bound for Patna. Kumar asked Singh, “What score would you give me for my administration?” As Singh has had a tough time getting his ministry’s programmes implemented in Bihar, he said, “Can’t give you more than zero.” Kumar then asked Singh what he needed to do to improve his score and even took a tissue paper from an airhostess to write down the points.
