They were arrested from Khandbari in Sankhuwasabha district while distributing pamphlets.
Those arrested include CPN-Maoist Sankhuwasabha district in-charge Rajendra Karki and secretary Dewan Yakkha.
CPN-Maoist led by hardliner leader Mohan Vaidya has announced to boycott polls after their talks with the four major parties ended inconclusively.
The CPN-Maoist and its alliance of fringe parties have been asking to differ the poll date. They have also demanded the resignation of interim Prime Minister Khil Raj Regmi.
"Now there remains no possibility of holding any kind of dialogue with the four major parties or the government and announced that his party and the alliance led by it will intensify their nationwide protest programmes to disrupt the November polls," he said.
