According to police, the surrendered ultras belonged to the Galikonda Area Committee of CPI and were "disillusioned" with their leaders who they said had "prompted" them to kill tribals.
"The ultras said their leaders used to coerce tribals into killing their own community members and are obstructing development of the region," a senior police officer said.
The surrendered naxals, identified as Korra Balaram (28), Korrra Satti (30), Pangi Ganesh (26) and Dippala Venkata Rao (27), turned themselves in before the Superintendent of Police (Vizag Rural) Rahul Dev Sharma here this afternoon.
The officer said Balaram and Satti were involved in over ten incidents of violence, including killing a trader and three tribals in Sagulu area, in the last six years.
Rao, Balaram, and Satti were involved in the exchange of fire with security forces in Pedapadu area last year.
