Speaking to reporters after a cabinet briefing here,Chief Minister Oommen Chandy said the project would be implemented in three phases.
In the first phase, there would be an outpatient unit, a 150-bedded hospital in the second and 150-bedded hospital along with research centre in the third phase.
The cabinet had decided to entrust the special team of financial inspection wing to examine the assets and liability of Pariyaram Medical College hospital in Kannur and related institutions, he said.
The Pariyaram Medical College Hospital, under the co-operative sector, has been taken over by the government.
"Ambiguities, if any, on implementation of Light Metro projects in Thiruvananthapuram and Kozhikode will be cleared', he said.
He said discussions would be held with E Sreedharan, DMRC advisor, regarding the same in Kochi tomorrow.
Chandy also said same procedures initiated to implement Kochi Metro woud be followed for the Light Metro projects.
Detailed project reports for these projects had been sent to the Centre for clearance and further steps on the issue would be taken after getting clearance from the Centre,he said.
On other decisions, he said government would request the governor to issue the Draft Ordinance to amend the Kerala Stamp-Paper Act, 1959.
'This is being done for using the e Stamping facility along with the present stamp-paper system for registration of lands', he said.
The 2013-14 budget had stated that e Stamping system would be introduced in the State.
Procedures to implement the same are progressing. But in the 1959 Stamp-Paper Act there is no provision for the use of e Stamps for land registrations.
Decision has been taken to regularize appointment of teachers in private-aided colleges, who were appointed for conditional courses sanctioned before 2010, he said. They will be given revised pay with prospective effect.
