The size of interim budget, presented by Finance Minister Anam Ramanarayana Reddy, is valid for six months. It is an increase of 13.50 per cent over budget estimates 2013-14.
In budget 2014-15 estimates, non-plan expenditure is estimated at Rs 1,15,179 crore and plan expenditure at Rs 67,950 crores.
While the estimated revenue surplus is pegged at Rs 474 crore, the fiscal deficit is estimated at Rs 25,402 crore, at 2.60 per cent of GSDP.
The final accounts of 2012-13 show a revenue surplus of Rs 1,128 crore and fiscal deficit is well within the FRBM Act at Rs 17,508 crore, which is 2.35 per cent of GSDP.
The Finance Minister's speech was marred by protests from the TRS and TDP members and also ministers from Telangana who were on their feet against the rejection of the draft Andhra Pradesh Reorganisation Bill by the Assembly in last session.
The minister chose not to read the prepared budget speech fully in view of the protests and indicated it could be treated as read.
