Arrest warrant against NEIGRIHMS Director

The Meghalaya High Court today issued arrest warrant against North Eastern Indira Gandhi Institute of Health and Medical Sciences (NEIGRIHMS) Director A G Ahangar for defying its order for his deposition in a case related to allocation of medical seats to institute officials under the central quota for faculty.
A division bench, comprising Chief Justice Uma Nath Singh and Justice T N K Singh, issued the bailable warrant to Ahangar with the direction to the police chiefs of Shillong, Guwahati and Delhi to execute the order to secure his appearance Tuesday next.
"We have no option but to issue a bailable warrant against him (the NEIGRIHMS Director) in the sum of Rs 20,000 with directions to the Superintendent of Police, East Khasi Hills district, Shillong, the Police Commissioner, Guwahati, and the Police Commissioner, Delhi, to execute the same forthwith at the place where notice is now available, to secure his appearance on 11.8.2015," the order stated.
The bench said Ahangar left for Guwahati to attend some meeting and is scheduled to proceed to Delhi despite having knowledge about the court order requiring his appearance passed earlier and also yesterday.
The bench said Ahangar's act was "with intention to defeat the directions of the Court and to avoid appearance."
The Court also directed the institute's governing council to ensure availability of all the life saving drugs and other medicines required for treatment of patients in the medicine shop as otherwise the very purpose of opening the institute would be "badly defeated".
It also directed NEIGRIHMS to have close supervision over the expenditure of public fund by its authorities which was placed at their disposal by the central government and also over the appointment of doctors and faculty members so that there is a proper representation of talent from across the country.
